What is the best approach to working with members of your fellowship that are not ready to step forward and be involved in ministry and church growth and outreach?

Great question! The key of course is not activity but relationship. When your people do not want to do things, it is a symptom of a love relationship with God that is not healthy. Work on that relationship. Help them come to love God with all their heart, mind, soul, and strength. Help them come to know what God is really like. As they come to know Him, they'll love Him more, and when they love Him, they will serve Him. Too often we get frustrated with symptoms when we should focus on heart issues!

I have identified potential leaders in my fellowship and given them very small places to serve at first. Once they begin to have some success (with coaching them along) they are willing to accept more responsibility in their gift areas. One fellow sat on the back row of church each week, but was a faithful attender. I asked him to give announcements once a month. Moved him onto a church committee next, involved him in leading a home group, had him elected as a deacon, then chairman, then chairman of the pastor search committee that replaced me when I left. But it took 6yrs to accomplish. you have to have a long range goal and get started right away moving people from where they are to where God wants them to be.
